The majority of states require gun owners to have a specialty license before they can carry a concealed weapon. The Republican lead House of Delegates has proposed new legislation that would end that requirement for anyone above the age of 20. While the bill would loosen restrictions on carrying the weapon, it would also increase the penalties for crimes committed with the weapons.
